Dear Your Excellency,
RE: National Healthcare AI Supplier Assessment Program Proposal
I am writing to propose the establishment of a National Healthcare AI Supplier Assessment Program that will strengthen the UAE's position as a leader in responsible AI implementation within healthcare. This initiative would provide valuable insights into how healthcare AI suppliers compare nationally while ensuring alignment with UAE's AI strategic objectives.
Program Overview
The proposed program would require AI suppliers to submit standardized information through a comprehensive assessment framework that evaluates:
1. Organizational Accountability
- Senior Responsible Officer (SRO) designation
- Customer accountability structures
- Safety officer appointments
- Board-level oversight mechanisms
2. Technical Implementation
- Data hosting locations and compliance
- Development methodologies
- Open source usage and documentation
- AI model cards and monitoring protocols
- Implementation KPIs
3. Regulatory Compliance
- Regional regulation adherence
- Country-specific standards
- Validation processes
- Risk register maintenance
4. Data Governance
- Information governance agreements
- Intellectual property frameworks
- Privacy and data protection compliance
- PDCCP (Personal Data and Commercial Compliance Program) approval
Key Benefit
This program would provide:
1. Standardized assessment of AI suppliers across the healthcare ecosystem
2. Comparative insights for procurement decision-making
3. Enhanced transparency in AI implementation
4. Streamlined compliance verification
5. National benchmark data for AI governance
Implementation Strategy
We propose that the following organizations mandate this assessment for their AI suppliers:
Federal Level:
- Ministry of Health and Prevention (MOHAP)
- Ministry of Finance
- Telecommunications Regulatory Authority (TRA)
Emirate Level:
- Department of Health Abu Dhabi
- Dubai Health Authority
- SEHA
- Dubai Healthcare Corporation
Academic Partners:
- Mohammed Bin Zayed University
- Khalifa University
- UAE University
Next Steps
We recommend:
1. Establishing a steering committee comprising key stakeholders
2. Developing detailed assessment criteria
3. Creating a digital platform for submission and analysis
4. Implementing a pilot program with major suppliers
5. Rolling out the program nationally
Your leadership in AI governance makes you ideally positioned to champion this initiative. We welcome the opportunity to discuss this proposal in detail and address any questions you may have.
Yours sincerely,
Mubaraka Ibrahim
